Require a comment when homebrew is downvoted

Currently, when homebrew is downvoted, there's no clear reason why someone has downvoted it.

Ideally, a downvote would require a comment so the author knows why a given member of the community has taken umbridge with the homebrew and then they have a chance of fixing it.
