As far as I understand from past twitch questions this is planned some way and they are talking with Gale Force Nine that have the international license. But I think BadEye said in some stream last year that you will have to pay for the content again?

Seems normal. I own the physical English PHB but would have to pay to acquire the French one from Gale Force Nine.
