Assignable DM Role
It's probably the case most of the time where the DM is the one who purchases all the content and then shares access with their players. But there are cases where a player purchases the content and shares it with the DM and other players. In this other scenario, the actual DM is unable to access the notes section of a character sheet, even when the sheet is set to public. This will also presumably impact the use of other tools currently planned, such as the Encounter Builder and DM Screen.
Allowing a Campaign Creator to assign the DM role (possibly allowing multiple DMs) would solve this problem.

A user doesn't need to be the DM to enable content sharing. It sounds like you had a player create the campaign and the DM joined afterwards... this shouldn't need to happen.
Even someone who has purchased no content can create a campaign, and if one of their players enables content sharing, they should be able to have access to everything they need. I know this because it's how I did my campaign!
